"Indifferent Gods" is about being so confident in one's persona, so assured of one's place in the human pecking order, that they don't even consider that the cosmos and Deep Time aren't one bit aware of them. It's a painful potentiality, and to some, an unwavering truth. If the Great Old Ones are indifferent, why would we be so concerned about our place and identity here?
